A question which arose on the forums is actually a little bit more thought provoking than you might initially think.
The issue as reported is that doing a run-now on a user results in nothing being archived, but from then end-user workstation archiving works fine. The answer is, in this case, that the archiving for the mailbox is suspended.
If you run the archiving task in Report mode, you would see:

When archiving is suspended, it literally means that the server won’t archive anything. End-users still can.
I used the following EVPM script to suspend the mailbox archiving:
[Directory] DirectoryComputerName=evsql.ev.local SiteName=ev01 [Mailbox] DistinguishedName = /o=First Organization/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)/cn=Recipients/cn=Ann.Sneed [Folder] name = mailboxroot enabled = true suspended = true
It is also possible (depending on the client and server version) to suspend archiving from the client.
