Following on from the recent testing of working with a deep folder structure, I also needed a wide folder structure.  A simple way of doing this in Powershell is :

# create new top level folder
new-publicfolder -name "s-wide" -server "2k7mbx"

# create 200 wide
$i = 1
$pathtouse = "s-wide"
do {

     $nametouse = "s1-"+$i

     Write-Host "Creating : " $i

     new-publicfolder -Name $nametouse -path $pathtouse -server "2k7mbx"

     $pathtouse = $pathtouse + "" + $nametouse

     $i++
}
while ($i -le 450)
